James Phillips, City of Lakeland (Transportation Planner)

James has over 10 years of public service. Following his time in the Army, he moved back to the town where his wife was born and raised and has since learned to call Lakeland home himself. He currently oversees Transportation Planning efforts within the Community & Economic Development Department’s Long-Range Planning, Zoning, and Development Review.  James’s career has focused on advocacy and representation in his planning efforts, not only with the City but also during his time with Citrus Connection and Pinellas Suncoast Transit Authority. James received his Master’s in Urban and Regional Planning from the University of Florida in 2024 but continues his academic and professional journey by pursuing his American Institute of Certified Planners certification. James and his wife of 14 years, Katrina, both love traveling, board games, and attending operas together.
